Civil servants at work on payday. A wheelbarrow filled with money has been
brought into the office to be divided among to the servants of the Ministry.
The Ministry has fallen into disrepair. The furniture is shabby and worn
out.
The average salary is about $100/month and the average age is over 50. No
one knows exactly how many civil servants work for the Ministry, but on
payday the number of employees doubles.
